The Main Street Executive Director (ED) coordinates activities within the Central Business District in Downtown Laredo utilizing the Texas Main Street program as an integral foundation. The Executive Director is a leadership position focused on the development, execution and documentation of Main Street programs as well as projects to promote and develop downtown Laredo in accordance with program objectives. The ED is the principal on-site staff person responsible for coordinating all program activities and volunteers as well as the community representative. The Executive Director is responsible for guiding the organization as its objectives evolve.


The Laredo Main Street Executive Director is charged with the following duties:


1. Develop an annual action plan for implementing a downtown revitalization program focused on four areas: design/historic preservation; promotion/marketing; organization/management; and economic restructuring/development;

2. Coordinate with the LMS Board of Directors and Committees to develop and implement economic vitality strategies that will benefit the stakeholders in downtown Laredo;

3. Direct efforts at business recruitment, retention and expansion, including developing and providing information, expertise, and appropriate referrals to business owners, marketing Downtown Laredo to outside businesses, and working with developers and building owners to enhance the quality of space. Engage in feasibility analysis and planning through personal consultation and/or referrals to other agencies

4. Coordinate activities of the Main Street Committees so that communication is well established, meetings are regular and the information is shared with the BOD;

5. Foster and Coordinate a VOLUNTEER program of involvement to aid volunteers assist the program. Work effectively with volunteers involved in downtown-related projects. Manage recruitment, evaluation and retention of volunteers, including the 4 Main Street committees, special project volunteers and short-term volunteers;

6. Duties include office record keeping, budget development, preparation of board & committee meeting packets, the preparation of grant and progress reports required by the Board of Directors, City of Laredo, Webb County, Texas Historical Commission and the National Main Street Center, and prepare reports for funding agencies;

7. Supervise employees, interns and/or professional consultants;

8. Compliance: Ensure that the program abides by all applicable federal, state and local laws and regulations, while maintaining associated records and reporting procedures;

9. Administer the LAREDO MAIN STREET Façade improvement grant program from beginning to ribbon cutting/unveiling;

10. Develop and Manage database systems that track the progress of the program and assist in building relationships. These systems should include, at a minimum, stakeholder and retail business information, economic charting, individual building files, photographic documentation of physical changes, and statistics on job creation and business retention;


11. Learn and share information and strategies regarding commercial district revitalization by taking advantage of available professional development opportunities;

12. Build strong and productive relationships with appropriate public agencies at all levels;

13. Create & Foster relationships with people and groups directly and indirectly involved in the downtown area. Be mindful of the various interest groups to coordinate efforts that will benefit the whole;

14. Assess the management capacity of major downtown organizations and encourage joint activities such as promotional events, advertising, appropriate store hours, special events, business assistance, business recruitment, parking management, and communication between parties;

15. Inform stakeholders regarding successful downtown management ideas and Main Street program activities and goals;

16. Encourage a cooperative climate among downtown interests and public officials and provide an outlet for productive discussion and coordination;

17. Represent to key constituencies, at the local, state and national levels, through media sources to highlight and ensure maximum coverage of promotional activities; encourage design excellence in all aspects of promotion to advance an image of quality for the downtown district;

18. Speak effectively on the program’s objectives and work, mindful of the need to improve state and national economic development policies as they relate to commercial districts;

19. Coordinate joint promotional events, such as festivals or business promotions to improve the quality and success of events that attract people to the downtown district;


20. Identify and secure grant monies for the program.

21. Develop and conduct on-going public awareness and education programs designed to enhance awareness and appreciation of the downtown district’s assets, commercial environment, cultural charm and offerings and to foster an understanding of the Main Street program’s goals and objectives. Use speaking engagements, media interviews and personal appearances to keep the program relevant and in the public eye;

22. Maintain an active online presence with daily social media updates and upkeep of the LMS website.

The Executive Director position at Laredo Main Street is dynamic and embracing this is critical to the success of the program.

All duties and responsibilities are judged to be “essential functions” in terms of the Americans with Disabilities Act (ADA).


 Supervises all employees as well as interns and professional consultants;

 Grant Monies-identifies, applies for and tracks a program to secure financial support of Main Street

 Participates in personnel and project evaluations. The Executive director is responsible for developing, reporting and maintaining all program records and reports.

 Prepares multiple “regular” reports for the Board of Directors, Texas Main Street, National Main Street Center, City of Laredo, Third Party Funding Sources, financials, and others as they arise;

 Annual Program Budget preparation and monitoring;

 Organization Committee planning is required;


 3 years of education and/or experience in one or more of the following areas: commercial district management, economic development, public relations, land use planning, business administration, public administration, Main Street experience, volunteer or non-profit administration, retailing, architecture, historic preservation, and/or small business development. A bachelor’s degree is preferred.

 Public speaking skills and the capability to coordinate media coverage

 Working awareness of design and preservation issues and an understanding of issues confronting downtown business people, property owners, public agencies and community organizations.

 Entrepreneurial, energetic, creative, well-organized and capable of functioning efficiently and effectively in an independent and often stressful environment.

 Excellent Written and Verbal communication skills are essential.

 Supervisory skills are necessary.

 Experience with non-profit fundraising, including corporate membership campaigns, sponsor solicitations, institutional supporters and individual donors is preferred.

 A basic knowledge of Federal, State, County and City managed economic & community development tools available for downtown revitalization is preferred.

 General computer skills with proficiency in word processing, spreadsheets, database management, PowerPoint, Basic graphic design/publishing skills are desirable.

 Working knowledge of social media applications such as e-mail, Listserves, website maintenance, Facebook, Twitter, Flickr (digital photography), LinkedIn, blogs and others.

V. CERTIFICATIONS OR LICENSURE: A valid Texas driver’s license is required.

VI. COMPENSATION: A competitive compensation package dependent on qualifications and annual evaluations.
